dc.description.abstract | The techniques and methods used in this work made possible an investigative pilgrimage
through the bibliographic study, and guided by the questionnaire applied on organizational
support in the Municipalities of Rio Grande do Sul (RS). Organizational support, according to
Eisenberger et al. (1986), refers to the worker's perceptions about the quality of the treatment
he receives from the organization in return for the effort he spends at work. Organizational
Support is also a form of psychological and technical contract based on
exchanges and mutual benefits that are established by the worker with his organization
(Paschoal, 2008). This is a descriptive and exploratory study carried out in Public Institutions
of the 497 municipalities. The study is relevant to a variety of public agents and particularly to
the technical professionals of Social Work in their interventions and development of
professional competence. The devices endorsed from other countries and municipalities also
allow a journey of reflection and means for deductive approaches to management, in public
bodies. The purpose of this work asks "how do public administrations and their planning have
an organizational support for public servants of Social Service?" To answer this, the theoretical
model of Hackman and Oldham (1974) is adopted, but in the Brazilian version through the
model of Pedroso et al. (2014). This theoretical model adapts to the research of this work,
carrying out the diagnosis in social work, including dimensions that have the purpose of
analyzing and measuring the perception about the essential dimensions of work: task variety,
task identity, task significance, autonomy and intrinsic feedback. This model counts the
personal results and results of the work, in short, of the circumstances that happen in the bond
between the employee and the institution, with the objective of diagnosing the work and its
organizational supports. It is a research of a quantitative nature, whose data are submitted to
systematic observation and quantitative analysis. The public interviewed were social workers
from all sectors, allocated in Municipalities of RS. The sample consisted of 106 social workers
obtained from different cities. This research presents the contribution of predicting a possible
redesign of work activities, as the Social Workers questioned in this research proved to be aware
of the demands of work and its dimension, they realize that it is essential to have capacity and
ability in their professional practice and that it is not such an individual work, but that is
strengthened in teams. They also identified that regarding the quality of the equipment; 63%
are satisfied and 58.5% are also satisfied with the treatment they receive from their immediate
superior, but report a certain difficulty in communication and feedback from their superiors.
These findings state that more planning, co-creation or implementation of organizational
support prototypes is needed that have not yet been implemented in assertive communication
and feedback feedback, as 74.5% of respondents confirmed receiving very little or modestly
information about their performance in the job. | eng |

dc.description.resumo | As técnicas e métodos utilizados neste trabalho viabilizaram uma peregrinação investigativa
através do estudo bibliográfico, e balizado pelo questionário aplicado sobre suporte
organizacional nas Prefeituras Municipais do Rio Grande do Sul ( RS). Suporte organizacional
segundo Eisenberger et al. (1986), refere-se às percepções do trabalhador acerca da qualidade
do tratamento que recebe da organização em retribuição ao esforço que despende no trabalho.
O Suporte organizacional também é uma forma de contrato psicológico e técnico baseado em
trocas e benefícios mútuos que são estabelecidos pelo trabalhador com a sua organização
(Paschoal, 2008). Trata-se de um estudo descritivo e exploratório realizado em Instituições
Públicas dos 497 municípios. O estudo é pertinente a uma variedade de agentes públicos e
particularmente para os profissionais técnicos do Serviço Social em suas intervenções e
desenvolvimento da competência profissional. Os dispositivos referendados de outros países e
municípios, também permitem uma jornada de reflexão e meios para abordagens dedutivas de
gestão, em órgão públicos . A proposta deste trabalho questiona “de que forma as gestões
públicas e seus planejamentos dispõem de um suporte organizacional para os funcionários
públicos do Serviço Social?” Para responder, é adotado o modelo teórico de Hackman e Oldham
(1974), mas na versão brasileira através do modelo de Pedroso et al. (2014). Este modelo teórico
se adapta a pesquisa deste trabalho, realizando o diagnóstico no serviço social, incluindo
dimensões que tem o propósito de analisar e aferir a percepção acerca das dimensões essenciais
do trabalho: variedade da tarefa, identidade da tarefa, significância da tarefa, autonomia e
feedback intrínseco. Este modelo contabiliza os resultados pessoais e resultados do trabalho,
enfim, das circunstâncias que sucedem o vínculo entre o funcionário e a instituição, com o
objetivo de diagnosticar o trabalho e seus suportes organizacionais. Trata-se de uma pesquisa
de natureza quantitativa, cujos dados são submetidos a observação sistemática e análises
quantitativas. O público entrevistado foram os servidores assistentes sociais, de todos os
setores, alocados em Prefeituras Municipais do RS. A amostra compôs-se de 106 assistentes
sociais obtidos de cidades diferentes. Esta pesquisa apresenta a contribuição de prognosticar
um possível redesenho das atividades laborais, pois os Assistentes Sociais questionados nesta
pesquisa demonstraram ser cientes das exigências do trabalho e da dimensão do mesmo,
percebem que é indispensável ter capacidade e habilidade no seu exercício profissional e que
não é um trabalho tão individual, mas que é fortalecido em equipes. Também identificaram que
quanto a qualidade dos equipamentos; 63% estão satisfeitos e 58,5% também estão satisfeitos
com o tratamento que recebem de seu superior imediato, mas relatam uma certa dificuldade de
comunicação e feedback de seus superiores. Estas apurações enunciam que é necessário mais
planejamento, cocriação ou implementação de protótipos de suporte organizacional que ainda
não tenham sido efetivados em comunicação assertiva e de feedback retroalimentar, pois 74,5%
dos entrevistados confirmaram receber muito pouco ou modestamente as informações sobre seu
desempenho no trabalho. | por |
