Controle social, o conselho municipal de "saúde" funcional ou aparelhado?

Abstract

This is the account of the experience on the functioning of the Municipal Health Council, an instrument of social control guaranteed by the 8142 Act which provides for community participation in the management of the Unified Health System (SUS) of the northern Rio Grande do Sul, period January-June 2014 We made our observations on condition counselor, recording these in a field diary. As main result, we observe the rigging of the Health Council of Councils little manipulation, exchanges, rotations, passivity, lack of participation and meet the bureaucratic demands, meeting deadlines. It is configured in a space of apathy and passivity linked to relationship and power struggle of the members.
