dc.description.abstract | The program “Pronaf Investimento Mais Alimentos”, with the intention of fomenting food
production, increasing the productivity of family farming and providing access to agricultural
implements with technology for producers, has provided opportunities for changes in different
rural enterprises. The formal restrictions for joining the investment are due to the requirement
to comply with the “Pronaf Aptitude Declaration” (DAP), according to the Law of Family
Farming, adding to technical and financial issues. However, for farmers, other criteria are
influencing decisions as informal institutional components. It was then considered the
elements that are part of the institutional economic theory, which includes decision-making
premises and influences provoked by public policies. From this, the research question is: how
do the institutional components influence the decision making of the family farmers in an
agricultural investment? The goal of the thesis was to analyze the influence of the formal and
informal institutional components in the decision-making of those who joined or did not join
“Pronaf Mais Alimentos” program in family farming. In order to verify these influences, a
research was carried out in three cities of the Celeiro Region in the northwest portion of Rio
Grande do Sul State, in Brazil. The mixed method of this research, with a concomitant
triangulation strategic approach, has prioritized the quantitative results, followed by the
analysis of the qualitative data. Data were analyzed through content analysis, descriptive
statistics, non-parametric hypothesis tests and logistic regression. The results showed a
process of selection and adaptation of the institutions in family agriculture in the following
sense: those who have a low level of technology, little equipment, and improvement, and who
are less qualified, only keep their production, often waiting for retirement, or if they already
have such a benefit, they continue to live in the countryside due to their quality of life. The
expansion of production has taken place due to farmers who have presented formal
components with more equity and capital, added to the informal components that represent
orientation values on life in the field of expansion of production and personal growth, allied to
the search for information and learning processes, besides behavioral patterns of service
delivery. By linking formal and informal components and obtaining a statistically significant
result of Nalgekerke and Qui-square R², it can be reaffirmed that a membership of “Pronaf
Investimento” is influenced by these elements by the time of the decision to invest. It is
noteworthy in the informal models such as age, years of activity, behavioral patterns of
outsourcing and contracting services, in addition to education, participation in fairs, and
finally, the perception of values in relation to the expansion of production and profits. These
conclusions present convergences with discussions by North (2005) that the evolutions of these experiences in individuals build the mental models, which explain and interpret the
environment in which they are inserted and, ultimately, determine social behavior, influencing
the decision making by the agents. When proposing scenarios of probabilities, it can also be
seen that the level of technology, when related to the pattern of behavior of non-outsourcing /
services contracting, increases the probability of the producers joining the program. It is
added that those who give more importance to values of production expansion present a
greater probability of adhesion to “Pronaf Investimento Mais Alimentos”. Finally, those who
have a pattern of outsourcing/hiring production services and present a very low level of
technology do not appear to be the target audience for such agricultural credit policy and
should be encouraged in a different way by rural extension actions which consider these

dc.description.resumo | O Pronaf Investimento Mais Alimentos, na intenção de fomentar a produção de alimentos,
incrementar a produtividade da agricultura familiar e proporcionar acesso a implementos com
tecnologia para os produtores, tem oportunizado mudanças em diferentes estabelecimentos
rurais. As restrições formais para adesão ao investimento se dão pela exigência de
enquadramento na Declaração de Aptidão ao Pronaf (DAP), conforme a Lei da Agricultura
Familiar, somando-se a questões técnicas e financeiras. Entretanto, para os agricultores,
outros critérios estão influenciando as decisões, como componentes institucionais informais.
Considerou-se então, os elementos integrantes da teoria econômica institucional, que incluem
premissas de tomada de decisão e de influências provocadas por políticas públicas. A partir
disso, o questionamento da pesquisa é: como os componentes institucionais influenciam a
tomada de decisão dos agricultores familiares em um investimento agrícola. O objetivo da
tese foi de analisar as influências dos componentes institucionais formais e informais na
tomada de decisão de quem aderiu, ou não, ao Pronaf Mais Alimentos na agricultura familiar.
Para verificar essas influências, utilizou-se de uma pesquisa aplicada em três municípios da
região Celeiro do Rio Grande do Sul. O método misto dessa pesquisa, com abordagem
estratégica de triangulação concomitante, priorizou os resultados quantitativos, seguidos de
análise dos dados qualitativos. Os dados foram analisados por meio de análise de conteúdo,
estatística descritiva, testes de hipóteses não paramétricos e regressão logística. Os resultados
demonstraram um processo de seleção e adaptação das instituições na agricultura familiar no
seguinte sentido: quem possui um nível de tecnologia baixo, poucos equipamentos e
benfeitorias, e é menos qualificado, passa apenas a manter a sua produção, muitas vezes à
espera da aposentadoria, ou se já possui tal benefício, continua morando no campo devido à
qualidade de vida. A expansão da produção se deu pelos agricultores que apresentaram
componentes formais com mais patrimônio e capital, somados aos componentes informais
que representam valores de orientação sobre a vida no campo de expansão da produção e
crescimento pessoal, aliados à busca de informações e processos de aprendizagem, além de
padrões de comportamento de prestação de serviços. Ao relacionar componentes formais e
informais, e obter um resultado do R² de Nalgekerke e Qui-quadrado com significância
estatística, pode-se reafirmar que a adesão ao Pronaf Investimento apresenta influência desses
elementos na decisão de investir. Destaca-se nos modelos informais variáveis como idade,
anos de atividade, padrões de comportamento da terceirização e contratação de serviços, além
de grau de escolaridade, participação em feiras, e por fim, percepção de valores em relação a
expansão da produção e dos lucros. Essas conclusões apresentam convergências com discussões de North (2005) de que as evoluções dessas experiências nos indivíduos formam
os modelos mentais, que explicam e interpretam o meio no qual se inserem e, em última
instância, determinam o comportamento social, influenciando a tomada de decisão dos
agentes. Ao propor cenários de probabilidades, também pode-se perceber que o nível de
tecnologia, quando relacionado ao padrão de comportamento de não terceirização/contratação
de serviços, aumenta a probabilidade dos produtores aderirem ao programa. Acrescenta-se
que aqueles que dão mais importância a valores de expansão da produção apresentam uma
maior probabilidade de adesão ao Pronaf Investimento Mais Alimentos. Por fim, quem possui
um padrão de comportamento de terceirização/contratação de serviços de produção e
apresenta um nível muito baixo de tecnologia parece não ser público-alvo de tal política de
crédito agrícola e deve ser incentivado de forma diferenciada, por ações de extensão rural que
considerem essas particularidades. | por |
