dc.description.abstract | Due to climate change and human actions, flood events will become more and more
frequent. Flooding is the natural phenomena that most affects the planet, remaining
present across the globe. In order to mitigate the problems caused by this kind of event,
this work proposes a decision-making support tool for flood events and was developed
in the municipalities of Blumenau and Itajaí due to the availability of data. This tool
was produced based on the application of the landscape descriptor Heith Above Nearest
Drainage model (HAND), with a different digital elevation models (DEM) — SRTM,
ASTER e Alos Palsar —, with analysis of different drainage thresholds, in order to
obtain flood patches and their corresponding precipitation events. The two
municipalities have different topographical characteristics, with Itajaí in the plain, while
Blumenau in more rugged terrain. For the municipality of Itajaí, due to the complexity
of the local drainage network and topographic characteristics, it was not possible to
generate the flow grid by the HAND from the DEM and available resolutions, which,
thus, presented a limiting factor in the application of the HAND, preventing the
obtaining of flood spots for the region. In the municipality of Blumenau, it was possible
to carry out the complete application of the methodology, obtaining the proposed tool.
The calibration of the threshold drenage proved to be one of the main factors for
obtaining a good result in the modeling. As for the analysis of different MDEs, SRTM
and Alos Palsar obtained similar results, with superior performance than ASTER. Also,
as the simulated quota increased, the results became more accurate regardless of the
DEM used. Therefore, DEM Alos Palsar was chosen to adjust the flood spots, resulting
from the application of the HAND, to precipitation events. For this analysis, the events
were separated into two phases, pre- and post-1992, since this year an intervention was
carried out to contain flood events in the watershed of the Itajaí-Açu river, with the
construction of a dam. The pre-1992 adjustment obtained an (R²) of 0.80, while the
post-1992 adjustment obtained an (R²) 0.59, and the pre-1992 behavior is also
represented when the basin is in the saturated condition. This result indicates that the
proposed tool is capable of representing flood events, and can become an ally in
decision-making processes in the face of possible flood events. | eng |

dc.description.resumo | Devido às mudanças climáticas e ações antrópicas, eventos de inundações se tornarão
cada vez mais frequentes. Inundação é um dos fenômenos naturais que mais causam
desastres no planeta, estando presente em todo o globo. A fim de mitigar os problemas
causados por este tipo de evento, este trabalho propõe uma ferramenta de apoio em
tomadas de decisões para eventos de inundações que foi desenvolvida nos municípios
de Blumenau e Itajaí devido à disponibilidade de dados. Esta ferramenta foi produzida
utilizando como base a aplicação do descritor de paisagem Heith Above Nearest
Drainage (HAND), com diferentes modelos digitais de elevação (MDE) — SRTM,
ASTER e Alos Palsar —, com análise de diferentes limiares de drenagem, a fim de
obter manchas de inundação e seus correspondentes eventos de precipitação. Os dois
municípios possuem características topográficas diferenciadas, sendo o de Itajaí em
planície, enquanto o de Blumenau em terreno mais acidentado. Para o município de
Itajaí, devido à complexidade da rede de drenagem local e características topográficas,
não foi possível a geração da grade de fluxo pelo HAND a partir dos MDEs e
resoluções disponíveis, o que, assim apresentou-se um fator limitante na aplicação do
HAND, impedindo a obtenção das manchas de inundação para a região. Já no município
de Blumenau, foi possível realizar a aplicação completa da metodologia obtendo a
ferramenta proposta. A calibração do limiar threshold se mostrou um dos principais
fatores para a obtenção de um bom resultado na modelagem. Quanto à análise dos
diferentes MDEs, o SRTM e o Alos Palsar obtiveram resultados semelhantes, com
desempenho superior ao ASTER. Ainda, à medida que a cota simulada aumentava, os
resultados ficavam mais precisos independente do MDE utilizado. Sendo assim, o MDE
Alos Palsar foi o escolhido para o ajuste das manchas de inundação, resultado da
aplicação do HAND, aos eventos de precipitação. Para essa análise os eventos foram
separados em duas fases, pré- e pós-1992, uma vez que neste ano foi realizada uma
intervenção para a contenção de eventos de inundação na bacia hidrográfica do rio
Itajaí-Açu, com a construção de uma barragem. O ajuste pré-1992 obteve um (R²) de
0,80, enquanto o ajuste pós 1992 obteve um (R²) 0,59, sendo que o comportamento pré
1992 também é representado quando a bacia está na condição saturada. Esse resultado
indica que a ferramenta proposta é capaz de representar os eventos de inundação,
podendo se tornar um aliado nos processos de tomada de decisão frente a possíveis
