As políticas públicas educacionais e o papel da prefeitura de Pejuçara no processo de sua implementação
Abstract
A Secretaria Municipal de Educação, Cultura, Turismo, Esporte e Lazer (SMEC) do município de Pejuçara, Rio Grande do Sul, é o órgão público que integra a administração direta do Poder Executivo, com a principal incumbência de atuar prioritariamente nas políticas públicas educacionais do ensino fundamental e da educação infantil, conforme determina a Constituição Federal de 1988 e a Lei de Diretrizes e Bases da Educação Nº 9394/96. Um desafio da atual gestão da SMEC diz respeito à falta de coordenação pedagógica para nortear a área pedagógica das escolas da rede municipal de ensino. Diante dessa situação, busca-se apoio em órgãos de assessoramento externo de associações e federações dos municípios para atender a demanda pedagógica da gestão educacional, bem como a formação continuada através desta especialização e do Curso de Aprofundamento em Gestão para Educação Municipal (GEM), ofertado pelo Ministério da Educação (MEC). Portando, em razão da falta de um(a) professor(a) com formação para este cargo no acompanhamento e articulação da gestão pedagógica com os gestores escolares, o trabalho pedagógico nas escolas municipais fica comprometido. A partir dessa demanda, desenvolveu-se pesquisa bibliográfica e documental, com o objetivo de comprovar a importância deste profissional para a gestão pedagógica das escolas da rede municipal, apresentando os avanços das políticas educacionais e identificando as necessidades ocasionadas pela falta deste profissional. O objetivo final é diagnosticar a atual situação da gestão educacional como forma de monitoramento para posterior planejamento ou replanejamento das políticas públicas educacionais para garantia do direito à educação com qualidade e equidade.
