Gestão democrática e participativa: possibilidades de planejamento, aplicação e acompanhamento eficiente dos recursos públicos em educação
Abstract
Este trabalho monográfico aborda a necessidade de uma educação de
qualidade no intuito de minimizar as desigualdades sociais, sendo que, para o
alcance deste ideal os recursos direcionados para a área educacional necessitam
ser geridos de forma eficiente, objetiva, com acompanhamento e ação fiscalizadora.
Através da análise de programas governamentais, com uma abordagem qualitativa,
busca-se compreender as atuais políticas de financiamento público em educação
existente no Brasil e que são executadas no município de Fortaleza/CE, suas formas
de acompanhamento/controle, apostando na inserção dos sujeitos escolares no
sentido de vivenciar uma experiência realmente democrática e participativa.
Inicialmente analisam-se aspectos da construção da gestão democrática e
participação da comunidade escolar, referenciando-se que esta venha tornar uma
maneira eficiente de fiscalizar os recursos da educação. Em seguida, busca-se
investigar os programas de financiamento que constituem as políticas educacionais
brasileiras, com destaque para o FUNDEF, recentemente substituído pelo FUNDEB,
o PMDE, o PDDE e programas oriundos do Plano de Desenvolvimento da
Educação. Constata-se que, muitas vezes, os recursos destinados à educação são
utilizados de modo equivocado, o que não propicia o pleno desenvolvimento dos
programas educacionais. Reverter este quadro exige esforços dos governantes e da
sociedade e requer a implantação de políticas públicas que venham favorecer a
superação dos entraves que se manifestam em todos os setores sociais do país. A
educação alcançará bons resultados a partir da construção de um Sistema de
Ensino que tenha em sua base uma escola democrática e participativa, que use de
autonomia para administrar os recursos, priorizando sua realidade local.
