A dívida pública brasileira: uma análise via função de reação fiscal (2003-2022)
Abstract
Este trabalho tem como objetivo estimar a função de reação fiscal do setor público
consolidado do Brasil no período de 2003-2022, procurando configurar as respostas
aos estímulos de curto e longo prazo. Metodologicamente, o modelo foi
desenvolvido na forma de um Vetor de Correção de Erro (VECM) como proposto por
Bohn (1998; 2007), a especificação foi constituída pelas variáveis: Necessidade de
Financiamento do Setor Público (NFSP) e Dívida Líquida do Setor Público (DLSP)
consolidado (ambas em proporção do PIB acumulado). Ainda foram utilizadas duas
variáveis de controle, sendo elas o hiato do produto e a inflação acumulada em 12
meses. Os resultados sugerem uma trajetória insustentável da dívida pública
brasileira, estimulada pelo aumento da NFSP e por constantes mudanças na
macroeconômica. Os resultados ainda sugerem evidências de uma política fiscal
contracíclica e que a dívida serviu de mecanismo de controle dos preços.
