Acesso ao Hospital Público Regional de Palmeira das Missões: análise dos impactos e medidas de controle dos sistemas viários e de transporte
Abstract
Hospitais são considerados Polos Geradores de Tráfego, por atraírem um grande número de viagens e junto a isso, ainda modificam o uso e a ocupação do solo da região no seu entorno. Consequentemente, gerando um impacto significativo nos sistemas viários e de transporte, tanto na área de influência, quanto, em alguns casos, na cidade como um todo. Portanto, a implantação de uma edificação deste tipo, necessita de um planejamento urbano bem elaborado, afim de evitar possíveis impactos negativos que possam ser gerados pelo mesmo. Através desse contexto, a presente análise busca elencar e avaliar os possíveis impactos viários e de transporte, que o Hospital Público Regional, ainda em fase de construção na cidade de Palmeira das Missões irá causar. Utilizando como base o Boletim Técnico 32 da CET-SP (1983). Trazendo então, uma proposta de circulação viária para a região de influência de micro e mesoescala, utilizando como referência os conceitos de acessibilidade, segurança viária e mobilidade urbana sustentável. Procurando incentivar o uso do transporte ativo, como por exemplo a pé e bicicleta através da melhoria dos passeios públicos e a inserção de ciclovia e ciclofaixa. Juntamente com o estimulo do uso do transporte coletivo e o desincentivo ao transporte motorizado individual, principalmente em altas velocidades dentro do ambiente urbano. Visando melhorar a qualidade de vida e a segurança de todos os usuários.
