A política de assistência social e o empoderamento feminino

Abstract

This present work is a final graduation paper as a bibliographic and documental research of qualitative nature, which proposes to discuss the National Policy of Social Assistance in the process of women empowerment and the contributions of social workers in the application of this Policy as an incentive to empowerment. The general objective is to analyze the particularities of women in Brazilian society, in their search for empowerment, as well as it unfolds in the following specific objectives: to identify the conditions of vulnerability of women in Brazil; to understand the impact of the work of social workers at the Reference Center of Social Assistance in the construction of female empowerment. For this purpose, a historical study was carried out about the National Social Assistance Policy; the Unified Social Assistance System; and the Reference Center of Social Assistance, in the performance of the Policy and as a gateway to Basic Protection, and the condition of women in the social, sexual and racial division of work, based on a bibliographic review of current discussions about gender and Social Work, and an analysis of the critical reality apprehended during the Social Work internship at the West Reference Center of Social Assistance. Finally, it was concluded that the structure that organizes the application of the Policy, that is, the State and municipal management, due to the current situation of dismantling public policies, makes the performance of social workers precarious, as far as the direction of the service is concerned, as foreseen in the National Social Assistance Policy and Unified Social Assistance System. Furthermore, no matter how ethical, qualified, and committed the professional may be, the minimal conditions for carrying out the work are essential to achieve success in the proposed actions. This study, by documenting the reality, seeks to give concreteness to the discussion, to the confrontation of the difficulties in implementing the National Social Assistance Policy and Unified Social Assistance System, and to the fight for the quality of assistance services.
