Transição Araújo – França (2019 – 2022): mudança e manutenção na política externa bilateral e multilateral

Abstract

This monograph is guided by the following research question: was there a change in Brazilian foreign policy in the bilateral and multilateral spheres with the appointment of Carlos França to the position of Minister of Foreign Affairs in place of Ernesto Araújo? To answer it, documentary research was used in the official agendas of the authorities and in the Digital Library of the General Assembly of the United Nations to verify, respectively, the record of its bilateral contacts and the behavior of the Brazilian diplomatic corps in the multilateral arena through its votes. These analytical categories were used, considering that the indices resulting from diplomacy represent values used by foreign policy. For the interpretation of the data, theoretical concepts were used with ballast in the bibliographical research of perspectives such as the Analysis of Foreign Policy and Comparative Foreign Policy, supported by the constructivist view of International Relations. Through the inductive approach method and the comparative procedure method, it was inferred that the administration by Carlos França was characterized by appeasement, with traces of specific changes within the maintenance of general lines of the Brazilian foreign policy initiated by Ernesto Araújo.
