dc.description.abstract | This study analyzes projects of Small Hydroelectric Plants from an economic and financial perspective. To this end, the research aimed to understand, at first, the technical concepts that characterize such enterprises, the characteristics that make them different from other types of generation sources and the evolution of this segment in the national
energy scenario. Subsequently, the focus was on studying the methodology applied in calculating the feasibility of infrastructure projects and the necessary methodological adjustments for a small plant. Such adjustments include elements that directly influence the project's cash flow. Finally, based on the theory seen so far, the concepts of financial feasibility were applied to a real practical case study located in the state of Rio Grande do Sul. The study aimed to calculate the payback, discounted payback, internal rate of
return and net present value for the Quebra Dentes Small Hidroelectric Plant. From the performed analysis, it was possible to conclude that the investment is feasible, but the price practiced in free and regulated contracting environments, the high taxes and the bureaucracy of environmental licensing, do not make the investment in the segment of small plants attractive. | eng |

dc.description.resumo | Esse trabalho analisa projetos de Pequenas Centrais Hidrelétricas sobre a perspectiva econômico-financeira. Para tal, visou-se compreender, num primeiro momento, os conceitos técnicos que caracterizam tais empreendimentos, as propriedades que as tornam diferentes de outros tipos de fontes de geração e a evolução desse segmento no cenário nacional de energia. Posteriormente, o foco voltou-se ao estudo sobre a metodologia aplicada no cálculo de viabilidade de projetos de infraestrutura e as adequações metodológicas necessárias para o caso de uma usina de pequeno porte. Tais adequações incluíram elementos que influenciam diretamente no fluxo de caixa do projeto. Por fim, com embasamento na teoria vista até então, foram aplicados os conceitos de viabilidade financeira a um estudo de caso prático real localizado no estado do Rio Grande do Sul. O estudo visou calcular o payback, payback descontado, taxa interna de retorno e valorpresente líquido para a pequena central hidrelétrica Quebra Dentes. Da análise realizada, foi possível concluir que o investimento é viável, porém o preço praticado nos ambientes
livre e regulado de contratação, os altos tributos e a burocracia de liberação ambiental não tornam atrativo o investimento no segmento de usinas de pequeno porte. | por |
