dc.description.abstract | This exploratory study aimed to empirically verify the components of the hypothesis that the networks of structuring institutions of Unasur can assume the logic of contemporary international law, enabling the national absorption of ideas regionally built to implement the human right to health, even in scenarios where States prioritize national autonomy, which is the case of South Americans. These components refer to the nature of the processes and the actors that interact within these networks. As for the processes, the components are the absence of binding rules and of the intention to produce them, and the presence of development/capacitation processes and the dissemination of potential action frameworks. And they were verified, in the RESP case study, through documentary analysis. As for the actors, it is argued that there is a need for policy ambassadors who can leverage processes to disseminate ideas between levels of governance, and epistemic communities, capable of adding sustainability, keeping the ideas absorbed circulating domestically until they find a window of opportunity in the cycle of public policies. The two categories of actors were also identified in the case of RESP, through documentary analysis and the verification heuristics of Oliveira (2020) and Haas (1992). The verified components still need to pass tests that verify their sufficiency and, therefore, the concrete absorption of regional ideas – also verified in this work. | eng |

dc.description.resumo | Este trabalho, de cunho exploratório, teve o objetivo de verificar empiricamente os componentes da hipótese de que as redes de instituições estruturantes da Unasul podem assumir a lógica do direito internacional contemporâneo, viabilizando a absorção nacional das ideias construídas regionalmente para efetivar o direito humano à saúde, mesmo em cenários onde os Estados priorizam a autonomia nacional, que é o caso dos Estados sul-americanos. Esses componentes se referem à natureza dos processos e dos atores que interagem no interior das redes. Quanto aos processos, os componentes são a ausência de normas vinculativas e da intenção de produzi-las, e a presença de processos de desenvolvimento/capacitação e de divulgação de quadros potenciais de ação, os quais foram verificados, no estudo de caso da RESP, através de análise documental. Quanto aos atores, o trabalho argumenta que sejam necessários embaixadores de políticas que possam alavancar processos de difusão de ideias entre diferentes níveis de governança, e comunidades epistêmicas, capazes de agregar sustentabilidade, mantendo as ideias absorvidas circulando domesticamente até que encontrem uma janela de oportunidade no ciclo de políticas públicas. As duas categorias de atores foram identificadas através de análise documental e das heurísticas de verificação de Oliveira (2020) e de Haas (1992). Os componentes verificados ainda precisam passar por testes que verifiquem sua suficiência e, portanto, a absorção concreta das ideias regionais, as quais também foram identificadas no presente trabalho. | por |
