dc.description.abstract | Brazil is among the world is largest tobacco producers, as well as the world is largest exporter
of this crop. In the south region of the country, the largest national producer, the main variety
planted is Virginia, which needs firewood for drying the leaves, through curing units, with
different technological levels. Therefore, the tobacco sector annually demands large amounts
of forest biomass, mainly from family farming forests, which are characterized as small
properties, whose forest culture helps to reduce tobacco production costs and also generates
extra income for the family sustenance. In this way, the objective of this study was to elaborate
a forest program, using quality tools that assist in forest planning and management. The study
area was delimited in the southern region of Brazil, collecting data in the states of Santa Catarina
and Rio Grande do Sul, where questionnaires were applied to 126 rural producers, in the four
strategic regions (Costa Doce, Depressão Central, Centro Serra and Norte) and a forest
inventory was carried out on the properties that have forest plantations, in order to characterize
and provide information about the forests, quantification of demand and supply in each region.
Afterwards, the forestry program was carried out through the PDCA cycle (plan, do, check and
act) and in each item other tools were used. From the results it was observed that rural properties
are considered small, an average of 17.9 ha, about 40% of producers buy firewood for curing
tobacco, many of them have more than one forest on the property, 59 % of producers have
forest plantations and have an area available for forest expansion. Regarding the demand and
supply of firewood, it is possible to observe that the regions of Costa Doce and Norte have selfsufficiency of more than 7 years, which was 9.0 and 14.4 years, respectively, the other regions
have self-sufficiency of less than 7 years. In relation to the forestry program, in the plan stage,
the description of the stages and processes of forest implantation was carried out with
appropriate techniques and choices for the energy purpose and degree of available technology,
the tool used was the flowchart, indicating the order in which must be carried out. In the second
stage, do, the 5W1H and 5W2H tool was used as a way to monitor activities and provide
information. In the third stage, check, the Check-list quality tool was used to detect the main
problems and indicate the activities that have already been carried out. In the last step, act, the
Brainstorming tool was used, which helped in the creation of ideas related to continuous
improvement. With this, it can be concluded that the quality tools can be adapted to the forest
reality and can be used for the elaboration of forest programs, in the context of family
agriculture, helping in the continuous improvement of the forests. | eng |

dc.description.resumo | O Brasil está entre os maiores produtores mundiais de tabaco, bem como é o maior exportador
mundial desta cultura. Na região sul do país, maior produtor nacional, a principal variedade
plantada é Virgínia, que necessita de lenha para a secagem das folhas, por meio de unidades de
cura, com diferentes níveis tecnológicos. Sendo assim, o setor tabacaleiro demanda anualmente
grandes quantidades de biomassa florestal, provenientes principalmente das florestas da
agricultura familiar, que são propriedades caracterizadas como de pequeno porte, cuja cultura
florestal auxilia na redução dos custos de produção do tabaco e também gera renda extra para
o sustento da família. Desta forma, o objetivo deste estudo foi elaborar um programa florestal,
utilizando ferramentas de qualidade que auxiliem no planejamento e gestão florestal. A área de
estudo foi delimitada na região sul do Brasil, coletando dados nos estados de Santa Catarina e
Rio Grande do Sul, onde foram aplicados questionários em 126 produtores rurais, nas quatro
regiões estratégicas (Costa Doce, Depressão Central, Centro Serra e Norte) e realizou-se o
inventário florestal nas propriedades que possuem plantios florestais, a fim de caracterizar e
fornecer informações sobre as florestas, quantificação da demanda e oferta em cada região.
Após, realizou-se o programa florestal por meio do ciclo PDCA (planejamento, execução,
verificação e ação) e em cada item utilizaram-se outras ferramentas. A partir dos resultados
observou-se que as propriedades rurais são consideradas de pequeno porte, uma média de 17,9
ha, cerca de 40 % dos produtores compram lenha para a cura do tabaco, muitas delas possuem
mais de uma floresta na propriedade, 59 % dos produtores possuem plantio florestal e
apresentam área disponível para expansão florestal. Em relação a demanda e oferta de lenha é
possível observar que as regiões da Costa Doce e Norte possuem autossuficiência de mais de 7
anos, que foi de 9,0 e 14,4 anos, respectivamente, as demais regiões apresentam
autossuficiência inferior a 7 anos. Em relação ao programa florestal, na etapa de planejamento,
realizou-se a descrição das etapas e processos de implantação florestal com técnicas e escolhas
adequadas para a finalidade energética e grau de tecnologia disponível, a ferramenta utilizada
foi o fluxograma, indicando a ordem em que devem ser realizados. Na segunda etapa, de
execução, utilizou-se a ferramenta 5W1H e 5W2H como forma de acompanhar as atividades e
fornecer informações. Na terceira etapa, de verificação, utilizou-se a ferramenta de qualidade
Check-list para detectar os principais problemas e indicar as atividades que já foram realizadas.
Na última etapa, ação, fez-se o uso da ferramenta Brainstorming, que auxiliou na criação de
ideias relacionadas à melhoria contínua. Com isso, pode-se concluir que as ferramentas de
qualidade podem ser adaptadas à realidade florestal e podem ser utilizadas para a elaboração de
programas florestais, no contexto da agricultura familiar, auxiliando na melhoria contínua das
