Parque Natural Orla do Jacuí: origem e sentido de lugar
Abstract
Os rios foram elementos estruturadores da paisagem e ocupação da maioria das
cidades brasileiras, o que não se difere em Cachoeira do Sul, quando no século XVIII
estabeleceram-se os primeiros assentamentos nas imediações do Rio Jacuí. Foi a
partir do século XIX que a malha urbana se consolidou e moldou o primeiro traçado
conhecido da cidade, presente até os dias de hoje. Apesar disso, o avanço do
desenvolvimento urbano foi, ao longo dos séculos, negligenciando a relação da cidade
com a orla fluvial, que sem planejamento e infraestrutura adequados lida atualmente
com os efeitos da degradação social e ambiental. Nesse contexto, percebe-se a
necessidade de requalificação da área em estudo através da implantação de
estratégias de infraestrutura verde que sejam soluções multifuncionais baseadas na
reestruturação ambiental e requalificação social e urbana da área. Dessa forma,
busca-se incorporar funções estruturais à paisagem que protejam e recuperem a
biodiversidade, reestabelecendo a relação da cidade com o rio. A contribuição deste
trabalho também visa agregar novo sentido à área de intervenção através de práticas
socioambientais que aumentem a qualidade de vida da população e mitiguem a
carência de espaços livres na cidade. Esse Trabalho de Conclusão de Curso em
Arquitetura e Urbanismo é, portanto, uma proposta de requalificação ambiental e
urbana por meio da implantação de um Parque Natural em uma paisagem histórica
de Cachoeira do Sul – a orla do Rio Jacuí.
