dc.description.abstract | The contemporary body of literature addressing environmental injustice underscores that individuals most profoundly impacted by climate change are often those situated within socio-economically and geographically vulnerable contexts. This accentuates existing social, economic, and environmental vulnerabilities, detrimentally affecting communities with limited capacity to respond or adapt to environmental phenomena. Consequently, individuals from these communities are compelled to seek refuge in alternative territories. Recognizing climate change and environmental degradation as anthropogenic phenomena prompts the realization that migratory movements spurred by these factors violate human rights. In the pursuit of establishing a foundation for recognizing the classification of climate refugees within the framework of environmental (in)justice, it becomes imperative to delineate the intricate relationship between climate refuge and environmental justice. Furthermore, understanding the role of international actors in shaping the discourse surrounding the development of global migration governance and protective policies is crucial. The adverse impacts on the safety, dignity, and lives of affected individuals are exacerbated by the formidable challenges encountered during displacement, compounded by the lack of acknowledgement of the climate refugee category by international institutions and the absence of a comprehensive legal framework. Initiating a global cooperative environmental migration governance is paramount, leveraging existing institutions and mechanisms for immediate action. This entails the establishment of bilateral and regional agreements addressing the reception and adaptation of climate refugees. However, a comprehensive approach involves not only recognizing the category of climate refugees but, also, implementing improved environmental management practices, ensuring housing, conservation, and a healthy environment. Acknowledging the urgency and necessity of this demand will effectively mitigate the vulnerability to which climate refugees are exposed. | eng |

dc.description.resumo | A literatura que tem emergido nos últimos anos sobre in/justiça ambiental têm evidenciado que as as pessoas sócio-econômica-geograficamente mais vulneráveis são as mais afetadas pelas mudanças climáticas, o que evidencia os riscos sociais, econômicos e ambientais pré-existentes e afetam negativamente as comunidades, que são menos capazes de responder e/ou se adaptar aos fenômenos ambientais levando os indivíduos a buscarem refúgio em outros territórios. O entendimento de que as mudanças climáticas e a degradação do meio ambiente são fenômenos antropogênicos leva a ideia de que os movimentos migratórios em razão desses fatores são forjados e implicam em violação de direitos humanos. Faz-se necessário apresentar a relação entre o refúgio climático e a justiça ambiental, bem como o papel dos atores internacionais no debate sobre a construção de uma governança global migratória e de políticas de proteção a essa categoria. Dessa forma, a segurança, a dignidade e a vida dessas pessoas são afetadas e os obstáculos que as mesmas enfrentam durante o seu deslocamento são ainda mais difíceis visto o não reconhecimento da categoria de refugiado climático por parte das instituições internacionais e a falta de uma nova forma de proteção e estatuto jurídico. O estabelecimento de uma governança global migratória ambiental cooperativa sustentada em instituições e mecanismos que já existem é necessário em um primeiro momento para que soluções imediatas sejam tomadas, como acordos bilaterais e regionais que versam sobre recepção e adaptação de refugiados climáticos. Contudo, reconhecer a categoria de refugiados climáticos, gerir de maneira mais adequada o meio ambiente, garantindo habitação, conservação e garantia de meio ambiente sadio, entendendo a urgência e a necessidade da demanda, reduzirá a vulnerabilidade a qual os refugiados climáticos estão submetidos. | por |
