Política de aquisição de acervos e a memória institucional: A Guarda Municipal de Novo Hamburgo, RS

Abstract

This study was developed in the Professional Master's Degree linked to the Postgraduate Program in Cultural Heritage (PPGPC) at the Federal University of Santa Maria (UFSM), in the area of concentration of History and Cultural Heritage, in the Archival Documentary Heritage Research Line, it is proposed to present the Collection Acquisition Policy of the Institutional Memory Program of the Municipal Guard of Novo Hamburgo (GMNH), RS, called “GM Memory”, whose mission is to preserve the history of the Municipal Guard. This Program was established by the Municipal Security Department for the GMNH. The justification for this research is based on the GM Memory's current need to establish guidelines for expanding the collection, in order to understand which information is designated as relevant for safeguarding. This proposal is capable of contextualizing the history of the Institution in time and space, reflecting in its collection the representation of the subject and the community in which they are inserted. The main objective is to investigate studies aimed at developing Collection Acquisition Policies that come close to applicability in the Institutional Memory of the Municipal Guard of Novo Hamburgo. The following were defined as specific objectives: to diagnose the situation of the GMNH archive for the identification and location of documents and materials of historical value; to verify the reality of the GMNH collection, under the aegis of narrative connectors for the construction of Institutional Memory developed by Constante (2018), in his thesis “Journalistic Narrative and Institutional Memory: the University of Santa Maria in the A Razão Newspaper; to demonstrate the results of actions to celebrate 30 years from GMNH with of Guide to Publicity GM Memory; to propose the Collections Acquisition Policy and its theoretical-practical structures aimed at the continuity of the Institutional Memory of GMNH, RS. The research is characterized as qualitative and participatory, and, in theoretical references, we seek to understand the concepts referring to institutional memory and the evaluation of documents and relate them, in practice, with the process of elaborating the Acquisition Policy of Collections. As for the technique, the research can be classified as a case study. As a result, the need to implement regulations for the elaboration of a Collections Acquisition Policy is highlighted, and it is envisioned from the GMNH diagnosis and the recognition the results of actions to celebrate 30 years from GMNH with of Guide to Publicity GM Memory. It is concluded, therefore, that the constitution of the collection may have a subjective bias. Therefore, a Collections Acquisition Policy is defined with clear and established guidelines that can guide the process of evaluating the sets of information that are designated as relevant, including journalistic narratives, as a “reliable document”, ensuring that the composition decisions of the collection are based on the collective interest and not on individual wishes.
