Análise da transparência na gestão pública: um estudo em cidades gaúchas
Abstract
A transparência na gestão pública ocorre no instante em que todas as ações dos entes públicos são divulgadas, de forma clara, objetiva e estruturadas nos Portais da Transparência, a fim de que todo cidadão possa ter acesso. Diante disso esta pesquisa buscou analisar os portais digitais de três municípios gaúchos, quanto à disponibilização das informações acerca da receita e da despesa conforme os critérios: clareza, objetividade e estrutura. Trata-se de uma pesquisa de caráter qualitativo, quanto à abordagem do problema, e descritivo, segundo o objetivo geral. Como procedimento técnico utilizou-se da pesquisa documental. E, a fim de obter as informações referentes às receitas e às despesas dos municípios selecionados, utilizou-se do acesso aos respectivos portais digitais. Através da pesquisa percebeu-se que os municípios de Porto Alegre e Caxias do Sul divulgam suas informações acerca das receitas e das despesas de forma clara, objetiva e estruturada, além dessas serem disponibilizadas em tempo real nos respectivos portais da transparência. Porém, não foi possível visualizar esses atributos no Portal da Transparência do município de Pelotas, o qual apresenta as informações de forma estruturada, porém não em sua totalidade.
