Processo licitatório na administração pública
Abstract
As legislações editadas sempre buscaram maior eficiência na realização das aquisições públicas. Os constantes desvarios com o uso do dinheiro público sempre exigiram um maior controle interno e externo da Administração sobre seus atos e seus agentes, buscando sempre o aperfeiçoamento e aplicação correta da legislação. Sendo assim o objetivo é discutir a respeito dos conceitos e procedimentos relacionados ao processo licitatório. Realizou-se para tanto uma pesquisa bibliográfica que busca explicar um problema a partir de referências teóricas publicadas em artigos, teses e livros. Pode ser realizada independentemente ou como parte da pesquisa descritiva ou experimental, mas em ambos os casos, buscam conhecer e analisar contribuições científicas existentes sobre um determinado assunto. A finalidade da licitação é garantir a igualdade de participação de todos aqueles que preenchem os requisitos exigidos e garantir também a melhor proposta. Sua base legal encontra-se inserida no art. 37, inc. XXI da Constituição Federal de 1988.
