Gestão em saúde: solução para os principais problemas da atenção básica
Abstract
A atenção básica abrange os serviços de promoção e proteção, a prevenção,
diagnósticos e tratamento de agravos, reabilitação e a manutenção da saúde.
Ainda que visualizamos avanços que garantem cuidados básicos em saúde, os
recursos financeiros escassos e os problemas de organização e gestão
impedem que as ações realizadas atendam satisfatoriamente à demanda social
para o setor da saúde. O objetivo desse trabalho foi apontar alguns dos
principais problemas enfrentados pelos gestores de saúde e propor possíveis
soluções para amenizar as desigualdades. A metodologia utilizada baseou-se foi
uma reflexão teórica, utilizando levantamento bibliográfico. Observou-se com o
surgimento do processo de descentralização da gestão da saúde, os municípios
devem organizar a rede de serviços e atividades oferecidos à sua população de
acordo com as necessidades identificadas e prioridades definidas localmente.
Entretanto, problemas na gestão foram evidenciados na medida em que o
modelo de atenção proposto exigia recursos apropriados, profissionais
capacitados e um sistema de referências para diversos níveis de complexidade,
surgindo a necessidade de intervenções articuladas tanto intersetorialmente
quanto nos vários níveis de gestão do Sistema Único de Saúde. Alguns dos principais problemas enfrentados são: desigualdade de financiamento, os
profissionais da saúde desmotivados e não valorizados e falhas no fluxo de
referência e contra referência. As possíveis soluções seriam a contribuição
financeira proporcional à arrecadação do entre federativo, com a participação
ativa do Estado, educação permanente e valorização dos profissionais com
melhoria nos planos de cargos e carreiras e elaboração de protocolos
aquedados de referência e contra- referência nas redes de atenção.
