A (re) significação do processo de trabalho utilizando dados epidemiológicos: desafios na educação permanente em saúde
Abstract
Objetivo: compreender a (re) significação do processo de trabalho entre gestores municipais de saúde, a partir da utilização de dados epidemiológicos tendo como dispositivo norteador a Educação Permanente em Saúde, para potencializar as práticas nos territórios da Atenção Primária à Saúde. Método: pesquisa de abordagem qualitativa, tratando-se de uma pesquisa-ação, com a utilização da técnica de Grupo Focal para a coleta de dados. A intervenção ocorreu de agosto de 2015 a janeiro de 2016, envolvendo Coordenadores de Regiões Administrativas, Coordenadores de Políticas de Saúde, Coordenadores Assistenciais de Unidades Básicas de Saúde e equipe da Vigilância Epidemiológica, considerados gestores de um município da região central do Rio Grande do Sul. Esta intervenção foi realizada por residentes multiprofissionais da Gestão em Sistemas Públicos de Saúde, com ênfase em Vigilância em Saúde, de uma Universidade Federal. Resultados: emergiram da análise dos dados da pesquisa três unidades de significado, que balizaram o estudo: A fragilidade no modo de conceber e utilizar os Sistemas de Informação em Saúde; A Educação Permanente no processo de (re) significação do uso dos dados epidemiológicos; A (re) significação do processo de trabalho à luz dos dados epidemiológicos. Considerações finais: as principais fragilidades elencadas pelos participantes deste estudo, para a não utilização dos Sistemas de Informação em Saúde e dados epidemiológicos nas suas práticas laborais diárias, relacionam-se à falta de educação permanente, e à padronização do sistema que é verticalizado, não atendendo às especificidades locais. Fatores que geram informações muitas vezes não condizentes com a realidade vivenciada e, por consequência, levando à não utilização e/ou subutilização dos Sistemas de Informação em Saúde e dos dados epidemiológicos neles contidos.
