Sistema de avaliação da educação básica: limites e possibilidades na gestão democrática
Abstract
Considerando a crescente valorização das avaliações da educação básica,
cabe refletir de que forma a gestão democrática na educação pode ser efetivamente
democrática, quando usa como instrumento uma avaliação classificatória. Quais são
os limites, e quais são as possibilidades de criação de um sistema nacional de
avaliação da educação que seja condizente com o princípio constitucional da gestão
democrática na educação? Neste trabalho, busca-se trilhar um caminho de reflexões
acerca das concepções da gestão democrática na educação, apresentadas por
diversos autores, em suas relações com a qualidade da educação, para então
analisar de que forma estão relacionadas ao Sistema de Avaliação da Educação
Básica. Para isso, construiu-se um breve quadro histórico da criação e
desenvolvimento dos programas nacionais de avaliação da educação, para posterior
articulação com os conceitos já destacados, de acordo com os contextos sociais,
políticos e econômicos em que se inserem. Procura-se enfatizar, neste trabalho
monográfico, que a avaliação, enquanto meio de uma gestão democrática, deve
privilegiar os processos educativos, em lugar dos resultados servindo como
instrumento que leva à reflexão sobre a prática, em um processo dialético, além de
permitir que esse processo de reflexão seja compartilhado para que, a prática seja,
cada vez mais, democrática e voltada aos interesses sociais.
