Política pública de geração de emprego e renda: benefícios gerados ao município de Casca/RS a partir da lei municipal n° 1.720/2002
Abstract
O Município é o ente da federação que está mais próximo da população para
atender suas demandas. As políticas públicas são o meio pelo qual o poder público
atinge seus objetivos, administra os conflitos, atende às demandas da coletividade,
contribuindo para o desenvolvimento socioeconômico do município, a melhoria da
qualidade de vida da população e a preservação do patrimônio comum da
sociedade. Como os recursos públicos geralmente são escassos, estas políticas
públicas precisam ser bem avaliadas, a fim de constatar se estão gerando os
resultados pretendidos e fornecendo subsídios para os gestores, que auxiliem na
tomada de decisão e na escolha das melhores alternativas. Neste contexto, o
presente trabalho tem como objetivo identificar os benefícios gerados ao Município,
frutos do Programa de Geração de Empregos e Renda, em especial através dos
incentivos concedidos por meio da Lei Municipal nº 1.720/2002. O foco do estudo se
concentrou na contextualização e análise do valor adicionado, sua importância e
representatividade na composição do IPM para retorno da Cota-parte do ICMS ao
Município, e também, na questão da geração de empregos e renda pelas empresas
beneficiadas com os incentivos. Percebe-se que são gerados benefícios diretos,
como o crescimento do índice de participação do município e, consequentemente,
aumento da receita da Cota-parte do ICMS, e outros indiretos, relacionados à
criação e manutenção de postos de trabalho (empregos), qualificação da mão-deobra,
diminuição dos níveis de desemprego, redução do êxodo populacional,
aumento do consumo de bens e serviços. Portanto, o que se quer propor são
possibilidades reais de ação governamental sobre situações, que se bem
diagnosticadas, planejadas, implementadas e avaliadas, irão produzir resultados
positivos, tanto para os cidadãos, quanto para legitimar a ação do governo.
