Importância da implantação do Plano Diretor em municípios de pequeno porte
Abstract
O presente artigo tem como objetivo avaliar a importância da elaboração do Plano Diretor em Municípios de Pequeno Porte. Os municípios considerados como de pequeno porte são aqueles com menos de 20 mil habitantes. De acordo com o Estatuto da Cidade, o Plano Diretor não é obrigatório para estes municípios. Entretanto o Plano constitui uma importante ferramenta de desenvolvimento que auxilia na gestão municipal, possibilita melhor alocação de recursos, ordenação do espaço territorial e atração de investimentos. Aproximadamente 73% dos municípios brasileiros possuem menos de 20 mil habitantes, e no Estado do Rio Grande do Sul, dos 497 municípios apenas 109 possuem mais de 20 mil habitantes. Por não haver exigência com respaldo lega aos municípios de pequeno porte, além de não disporem de recursos financeiros suficientes ara aplicar em um crescimento urbano planejado. É uma pratica do setor público brasileiro, somente cumprir com o que é exigido por lei, por isso, vale ressaltar a importância da elaboração de leis que aprovem além do Plano Diretor, o Código Municipal de Meio Ambiente e o Código de Obras e de Posturas, para pequenos municípios, em razão das vantagens de se ter um planejamento aprovado para nortear o crescimento ordenado e desenhado baseado em estudos, que buscam crescer com responsabilidade, evitando problemas futuro.
