Análise das finanças públicas: um estudo junto aos municípios de pequeno porte do Rio Grande do Sul
Abstract
Este estudo tem por objetivo analisar a situação financeira dos municípios de pequeno porte do Rio Grande do Sul no período de 2007 a 2012. A análise tem enfoque na utilização de indicadores financeiros e técnicas estatísticas, a fim de verificar o desempenho e as variações em relação á variável populacional e temporal, de uma amostra de 45 municípios do Rio Grande do Sul, com população entre 10.000 e 20.000 habitantes. Na seção de revisão bibliográfica são abordados conhecimentos acerca da arrecadação municipal, das finanças públicas, da análise financeira, contabilidade pública e dos demonstrativos públicos e seus conceitos. As técnicas de coleta de dados utilizadas foram a pesquisa bibliográfica, em publicações sobre a análise de demonstrações por meio de indicadores, e a pesquisa documental nos relatórios publicados pela Secretária do Tesouro Nacional. Os dados foram analisados de forma quantitativa, em relação aos cálculos dos indicadores e aos testes estatísticos aplicados para verificar a normalidade dos dados e as variações significativas. Na apresentação dos resultados estão demonstradas as diferenças existentes entre o desempenho dos municípios em razão dos indicadores de receita, despesa, resultado, endividamento, liquidez e social. Nas considerações finais, o estudo destaca que a maioria dos municípios da amostra apresenta pouca ou nenhuma autonomia financeira, dependendo em grande parte das transferências para arcarem inclusive com os seus gastos de manutenção. A título de endividamento, pode-se afirmar que a maioria dos municípios apresentou resultados satisfatórios, dado a baixa representatividade da dívida fundada e do bom nível de liquidez.
