A atividade financeira do Estado decorre do fato de que, isoladamente, as pessoas não podem atender às necessidades públicas. Além disso, é mais conveniente transferir a responsabilidade de sua satisfação para uma instituição que represente os interesses da coletividade, mesmo em situações em que o mercado poderia suprir as necessidades individuais. Em qualquer caso a natureza e extensão dessas atribuições depende das convicções, da cultura, da forma de organização da sociedade, ou seja, varia muito de acordo com o lugar e o momento e se expressa por meio de mecanismos de representação política. A existência de um Estado, sua afirmação, pressupõe a incumbência de provimento das necessidades relacionadas à segurança externa, à ordem interna e à administração da justiça. Seja na produção e fornecimento de bens e serviços públicos, seja atuando nas clássicas funções tendentes a promover o crescimento, a redistribuição e a estabilização, o Estado é o agente fundamental que, por meio de diferentes políticas, interfere decisivamente na atividade econômica de qualquer País.
