Fase de implementação do governo eletrônico no município de Porto Alegre/RS
Abstract
Nas últimas décadas, o Governo Eletrônico tem se destacado como uma importante ferramenta
para auxiliar na gestão pública de países, estados e municípios. Concomitante ao processo de
informatização das gestões públicas, deu-se, no contexto nacional, a sanção de importantes
Leis: Lei da Transparência (LC 131/2009) e a Lei de Acesso à Informação (Lei 12.527/2011),
as quais reiteram a necessidade de acesso pleno às informações e serviços oferecidos pelo poder
público por parte dos cidadãos, contribuindo assim para a efetivação do controle social. O
estudo realizado buscou investigar qual a fase de implementação do governo eletrônico no
município de Porto Alegre/RS, por meio de uma abordagem qualitativa, analisando os dados
que foram obtidos a partir de acessos ao portal da prefeitura, contrapondo-os a um checklist
para verificação da fase do e-Gov proposto por Gartner Group. Verificou-se que o município
se encontra em uma fase intermediária na implementação do e-Gov, uma vez que, a maioria de
seus serviços ainda não é oferecida no formato online, 24 horas por dia e 7 dias por semana,
além do portal da prefeitura contar com poucos espaços para a participação cidadã nos
processos de gestão financeira e orçamentária.
