Planos municipais decenais dos direitos humanos de crianças e adolescentes no RS: considerações para o fortalecimento da política

Abstract

The Statute of Children and Adolescents (1990) inaugurated a new perspective of understanding and care for children and adolescents, recognizing that children and adolescents are subjects of rights, in a peculiar situation of development, who must receive integral and priority protection from the State, the family and society. Although the rights and protection of the segment are legally guaranteed, there are challenges for their effectiveness, because, for this, it is essential that an articulated and complementary system be structured with continuous social policies. Considering this reality, the planning process in this agenda is an instrument for strengthening the rights guarantee system. With regard to the elaboration of ten-year plans, that is, for 10 years, it appears that we seek to have an impact on reality, with medium and long-term planning, in a perspective of construction of State policies, with continuity and impact on different generations. Based on this, this article has as its central theme the construction of municipal ten-year plans for the human rights of children and adolescents in the State of Rio Grande do Sul, in order to understand their elaboration processes. It is concluded with the analysis carried out that the municipal planning processes, although with merit, lack qualification, especially in terms of methodology, measurement of results and monitoring and evaluation.
