Dinâmica do endividamento dos estados brasileiros no período 2001-2019: evidências a partir de dados em painel
Abstract
O endividamento dos estados é uma ferramenta importante para o financiamento e
investimento público, servindo para o crescimento do bem-estar social. Entretanto,
se utilizado sem limites, pode acarretar em desequilíbrios fiscais, sendo sentido pela
população em forma de maior tributação ou na redução da oferta de bens e serviços
públicos. A fim de criar um limite para o endividamento dos estados, foi instituída a
Lei de Responsabilidade Fiscal, contexto que fundamentou o objetivo de estudar as
variáveis que determinam o endividamento dos estados, no período de 2001 a 2019.
Ao estudarmos os efeitos da LRF, foi encontrado efeitos positivos da lei nos estados
brasileiros, estabilizando o problema da dívida pública. Para alcançar os resultados
acerca dos determinantes da dívida pública dos estados, foram estimados dois
modelos, com exibição de seus resultados em efeitos fixos, aleatórios e PCSE
(Panel-Corrected Standard Errors), afim de corrigir os problemas existentes no
modelo de dados em painel. Foram utilizadas 10 variáveis, sendo elas, agrupadas
em variáveis políticas, fiscais, tributárias e macroeconômicas. Podemos destacar a
significância de todas as variáveis utilizadas no modelo, demonstrando que o
problema do endividamento está atrelado a tais condições.
