Elementos do custo para a implantação do PCMAT para apenas uma unidade produtiva
Abstract
Na tentativa de reduzir o número de mortes e acidentes no
Brasil, foi aprovada a Lei n. 6.314/77, e complementada pelo Decreto
n. 3.412/78, incluindo a elaboração das Condições e Meio Ambiente
de Trabalho na Indústria da Construção, definida como Norma
Regulamentadora ou NR-18 que é a primeira norma de segurança
acordada por governo, trabalhadores e empresários do setor. Criado
pela NR-18, cuja redação foi dada pela Portaria n. 4, publicada pelo
Ministério do Trabalho, a 4 de Julho de 1995, o Programa de
Condições e Meio Ambiente de Trabalho - PCMAT estabelece metas
e prioridade nas ações de Prevenção aos Riscos Ambientais na
Indústria da Construção Civil. A Importância e as características do
ramo da Indústria da Construção Civil exigiram dos órgãos
governamentais regulamentadores a elaboração de uma Norma
específica para esse ramo de atividade, pelas suas peculiaridades e
pelo alto risco que contêm. Esse programa, que também se inicia
com a elaboração de um Mapeamento de Riscos Ambientais, ato
primeiro na verificação das condições de riscos de acidentes dos
diversos ambientes de trabalho na Construção Civil, estabelece
metas, prioridades e formas de ação das operações de combate a
esses riscos, visando a sua eliminação ou a sua redução, sempre
levando em consideração que num ambiente não agressivo, a
execução das obras, se dará de forma muito mais competitiva. Todas
as construtoras, com mais de 20 operários, estão obrigadas, por
essa Norma, a elaborarem e a executarem o Programa de Controle
do Meio Ambiente de Trabalho - PCMAT.
