Avaliação das visitas técnicas individuais como ferramenta de trabalho no programa de ATES do RS
Abstract
O presente estudo objetivou analisar o Programa de Assessoria Técnica, Social e Ambiental (ATES) no Rio
Grande do Sul (RS), executado pelo Instituto Nacional de Colonização e Reforma Agrária (Incra), com a
contratação de prestadoras de serviço que atuam em 20 Núcleos Operacionais no Estado. Esta análise se deu
através da avaliação das visitas técnicas individuais, que se constituem em uma das principais ferramentas de
trabalho utilizadas pelas equipes técnicas. A pesquisa pretendeu verificar se há o atendimento universal às
famílias assentadas, qual a relevância das visitas em relação às metas contratadas, se as visitas se constituem em
uma ação qualificada, como se dá o planejamento das equipes técnicas para a realização das visitas e quais os
principais problemas da ferramenta, além de indicar sugestões para o seu aprimoramento enquanto meta de
ATES. Como metodologia, foi utilizada a abordagem qualitativa, a partir da revisão de documentos referentes ao
Programa de ATES, a sistematização de dados extraídos do Sistema de Avaliação e Monitoramento da ATES
(SAMA) e do planejamento dos Núcleos Operacionais, além de entrevistas realizadas com atores que participam
do programa no RS. Os resultados apresentados na pesquisa demonstram que o Programa de ATES atende o
caráter de universalização proposto, especialmente a partir da realização das visitas técnicas individuais
obrigatórias. Além disso, ficou evidente a grande relevância das visitas individuais em relação ao total das
atividades realizadas pelas equipes técnicas. Por outro lado, há indicativos de que estas atividades apresentam
problemas e limitações em sua utilização. Apesar disso, entende-se que há boas possibilidades de avanços, tendo
em vista os instrumentos de trabalho disponíveis atualmente no programa. Além disso, é necessário estabelecer
espaços de discussão para estas questões, visando o aperfeiçoamento do programa, de suas metas e da
metodologia de atuação das equipes técnicas junto às famílias assentadas.
