Resultado primário e o custo da dívida pública: análise da relação entre os anos de 2001 a 2022
Abstract
A dívida pública é um importante instrumento de financiamento de equacionamento
das contas públicas. Em momentos em que há diminuição na arrecadação, o setor
público necessita buscar recursos para equilibrar as finanças, assim como em
momentos atípicos, em que o estado obriga-se a aumentar o endividamento para se
financiar, na busca pela estabilidade fiscal. A partir dessa discussão, o objetivo foi
analisar a relação entre o resultado primário e o custo da dívida, no período de 2001
a 2022. Metodologicamente, foi empregado o método de Mínimos Quadrados em Dois
Estágios. Em termos de resultados, as variáveis resultado primário e custo da dívida
apresentam uma relação inversa, sendo que, para cada aumento de R$1.000.000,00
do resultado primário resulta na diminuição de R$101.863,20 no custo da dívida.
Demonstrando que o superávit primário consistente pode ser um artifício para a
melhora da situação fiscal atual e à sustentabilidade da dívida no longo prazo. Por
outro lado, o custo da dívida se relacionou positivamente com as receitas líquidas e
taxa de câmbio, as quais a cada aumento em R$1.000.000,00, elevam o custo da
dívida em R$161.860,00 e R$37.049.710.000,00, respectivamente. Ainda, a taxa de
juros também demonstrou uma relação positiva, com um impacto a cada aumento de
um ponto percentual, um acréscimo de R$9.464.064.000,00 no custo da dívida.
Evidenciando que essas variáveis devem ter crescimento controlado em relação ao
objetivo de diminuir o custo da dívida.
