Estudo dos indicadores para tomada de decisão na gestão pública policial no estado do Rio Grande do Sul: uma análise crítica
Abstract
Esta pesquisa aborda questões referentes à realidade do quadro de servidores da polícia civil do Estado do Rio Grande do Sul o qual se encontra defasado, eis que, como adiante será demonstrado, há poucos funcionários para atenderem a demanda do aumento da criminalidade. Desse modo, pretende-se observar como estão sendo sopesados os atuais critérios utilizados para a tomada de decisão acerca do alocamento do quadro efetivo de servidores da polícia civil averiguando se tal abordagem consegue atender de forma eficaz as demandas sociais. A partir de estatísticas extraídas da Secretaria de Segurança Pública do estado, bem como dos critérios atualmente utilizado para a distribuição dos servidores, é que será realizado estudo da maneira como estão sendo alocados. Levando em consideração a defasagem do efetivo, o aumento populacional e o crescente índice de criminalidade, far-se-á uma sondagem, através de gráficos elucidativos, sobre o tema propondo uma reflexão sobre esse problema. Em que pese ser imprescindível que o tomador da decisão na polícia civil tenha por base critérios para lhe orientar na escolha da decisão, verificaremos que, de fato, o que prepondera para a tomada da decisão final é a força política, uma vez que não há regramento institucional sobre o alocamento de servidores. Assim, será feita uma abordagem dos critérios que são utilizados para a posterior tomada da decisão e, consequentemente, uma análise crítica; finalizando com as considerações da autora sobre o tema.
