"Fora da Ordem Mundial": A questão da Palestina e a construção do Estado no terceiro mundo
Abstract
A ordem internacional pode ser compreendida como um padrão de atividades, regras, direitos
e deveres vigentes em uma determinada época que impactam na interação entre os atores das
relações internacionais. Dessa maneira, o mundo contemporâneo dividido em Estados
soberanos e nações possui uma rede de princípios, como a soberania, a territorialidade e
legitimidade, que determinam as estratégias e desafios de povos que buscam construir seu
Estado e sua identidade nacional. Dentro deste cenário, a questão da Palestina é um importante
símbolo desta aspiração uma vez que os palestinos historicamente buscam o estabelecimento
de um Estado e tem alcançado uma soberania anômala. Dessa maneira, a pergunta de pesquisa
que guia este trabalho é: por que a questão da Palestina problematiza os processos de
construção do Estado e da identidade nacional na ordem internacional contemporânea? Para
isso, trabalha-se com as seguintes hipóteses: (1) o processo de construção do Estado, mesmo
em conformidade com os princípios da ordem internacional, depende da decisão/veto das
grandes potências; (2) o processo de construção da identidade nacional palestina, embora
valorize o princípio de territorialidade predominante na ordem internacional, sobrevive na
transnacionalidade devido ao mecanismo de permissão/bloqueio exercido pelas grandes
potências. A pesquisa realiza um estudo explicativo que utiliza o método de abordagem
hipotético-dedutivo e técnica de pesquisa bibliográfica. Por fim, o objetivo geral do trabalho é
compreender e explicar como a ordem internacional contemporânea impacta nas estratégias e
desafios da Palestina para a construção de um Estado e de sua identidade nacional.
