Processo de implementação da gestão plena do sistema municipal de saúde em Panambi/RS
Abstract
A NOB 01/96 do Sistema Único de Saúde (SUS), foi resultado de um intenso debate e
negociações que duraram cerca de 2 anos, com a participação das três esferas de governo. Sendo
através da NOB 96 que ficou determinadas as condições de gestão para os municípios, ou seja,
Gestão da Atenção Básica e Gestão Plena do Sistema Municipal. O objetivo deste estudo foi
analisar como ocorreu o processo de implementação da Gestão Plena do Sistema Municipal de
Saúde em Panambi/RS. O presente estudo trata-se de um estudo de caso por se caracterizar
como um sistema de saúde e permitir aprofundar o conhecimento através da análise documental,
com abordagem qualitativa. Fica evidenciado através do estudo que a implementação da Gestão
Plena trouxe muitas conquistas para a gestão e usuários, pois a vasta gama de serviços ofertados,
especialmente no que tange a média e alta complexidade, trata-se de um diferencial
significativo. Confirma-se que a Gestão Plena está muito bem estruturada em Panambi, pois
trata-se de um modelo arrojado, abrangente e muito resolutivo, uma vez que obriga o gestor
local a implementar serviços e atribuições dos demais entes federados, porém, oportunizando
ao usuário do SUS que tenha acesso aos serviços de saúde de nível primário e secundário, a
participação em pactuações intermunicipais, um melhor desempenho da gestão através de
controle, avaliação e auditoria, bem como autonomia para contratar os prestadores de serviços
tanto públicos como privados e propiciando acesso as especialidades médicas e exames de alta
complexidade num espaço menor de tempo.
