O processo de construção do Plano Municipal de Educação de Santa Maria - RS: um olhar nos movimentos de participação

Abstract

This paper refers to a research on the process of construction of the Municipal Education Plan (SMEs) and the participation of those involved in the implementation of this document. Considering Law No. 13,005 of June 25, 2014 which established the National Education Plan (PNE) and due to the determinations of this to the States, Federal District and municipalities, began throughout the country the development of work or adequacy of state plans, district and municipal. Thus, this work aims to analyze the participation of entities and their segments in the drafting of the Municipal Plan process of Santa Maria Education - RS. Because it is a qualitative research, it was used as a tool for data collection to document analysis and semi-structured interview. Through research it was possible to conclude that the participation of those involved was significant, despite the short time for preparation and discussion of SMEs. It is possible that the participation in the construction of the plan generate in people a sense of belonging and thus the need for monitoring the agreed goals and objectives, expanding plans chances of survival, even with any governmental changes, own of the democratic exercise.
