Aplicação dos recursos públicos em saúde
Abstract
Este estudo tem como objetivo identificar o percentual de aplicação financeira
realizado pelos gestores de saúde em vistas da lei de responsabilidade fiscal.
Visto que, apropriar-se desse conhecimento diminui os riscos de
endividamento, em razão da falta de planejamento de suas estratégias e
ações, contribuindo na segurança e cuidado na aplicação de no mínimo 15%
da arrecadação municipal na área da saúde, conforme legislação vigente. O
método utilizado sustenta-se na abordagem qualitativa do tipo exploratória
descritiva, apoiada pela revisão bibliográfica. Foram realizados buscas em
dados secundários em vinte municípios que pertencem a 17ª Coordenadoria
Regional de Saúde do Rio Grande do Sul localizada em Ijuí - RS, a fim de
verificar se os municípios cumprem a lei de responsabilidade e, identificar qual
o percentual que os mesmos, aplicam em saúde. Foram pesquisados os
valores declarados pelos municípios no site do SIOPS (Sistema de
Informações de Orçamentos Públicos em Saúde) durante anos de 2010 a
2014. A partir da análise, observou-se que há uma discrepância entre os
municípios nas aplicações de recursos em saúde, sendo que um dos
municípios apresentou percentual de investimentos em saúde na casa dos
32,75%, enquanto outro, apresentou índice de aplicação de 16,99%.
Demonstrando que ocorrem entendimentos e/ou prioridades diferentes no
contexto da saúde nos municípios de uma mesma Coordenadoria Regional de
Saúde, evidenciado pela singularidade de recursos investidos na saúde.
