Lei de acesso à informação: a implantação dos requisitos de transparência ativa no município de Porto Alegre e nas prefeituras limítrofes
Abstract
A Lei de Acesso à Informação Pública, alegadamente com o intuito de reforçar a transparência, foi sancionada em novembro de 2011 e entrou em vigor em maio de 2012, uma vez que o texto previa 180 dias de implantação de todos os requisitos exigidos pela Lei nos sítios na Internet das instituições públicas. A validade da lei coloca o desafio de transformá-la em um instrumento efetivo de apoio a um governo mais aberto e responsivo, com participação dos cidadãos pelo controle social. Passados dois anos da implantação da Lei, analisamos a implantação dos requisitos de transparência ativa no município de Porto Alegre e nos municípios que fazem divisa com a cidade, sendo os requisitos previstos na Lei de Acesso à Informação e no Decreto nº 7.724 que a sanciona, com o objetivo de verificar se as prefeituras adequaram seus sítios na internet à Lei de Acesso à Informação.
