A conduta ética na administração pública

Abstract

The present paper aims at conceptualizing and contextualizing the ethical conduct and its importance to the individual as a citizen as well as to the public administration. In addition, its goal is to provide a reflection on the public manager practices from a point of view based on administrative morality and ethics. The methodology was elaborated through a qualitative, exploratory and bibliographical research amid the objective of analyzing constitutional principles – mainly the administrative morality one. The findings depict that ethics in the administration field and administrative morality do not only represent an aspect of public morality which is submitted to social control, due to the fact that laws and rules have an authoritative character, whereas ethical conduct and moral have a personal feature. The public agent has the responsibility and the duty of being ethical while complying with the constitutional principle of administrative morality
