Comunicação pública voltada para o cidadão: o caso do portal da transparência RS

Abstract

Public Administration is a concept under construction and it is covered in this work based on authors like Jorge Duarte, Elizabeth Brandão and Heloíza Matos, as the kind of communication oriented towards the citizen. The RS Transparency Portal was chosen as object of analysis. Hence, the main purpose of this research is analysing if the portal can be considered a public communication case towards the citizen. The secondary goals are: describing the Public Administration, the Public Management and the transparency in Brazil; describing the aspects of the public communication oriented towards the citizen; and, describing the Structural Program of Tax Adjustment, the RS Transparency Project and the RS Transparency Portal. Concerning to the research methodology it was used the qualitative research. Regarding the research strategy the case study was adopted. The data analysis was carried out through the content investigation in which categories were selected in order to achieve this work’s purpose. The investigation indicates that due to its limitations the RS Transparency Portal does not present issues of public communication oriented citizen and that it is still necessary to evolve so that it is possible to have a really effective public communication.
