Participação popular e avanços na atenção primária à saúde nos anos 90 em Santa Rosa/RS

Abstract

The Primary Health Care occupies central place in the Brazilian health system. The objective of this study is to analyze in the records of the Municipal Health Council (CMS) relevant aspects of social control, health system management and also understand the trajectory of the creation of Primary Health Care in the city of Santa Rosa / RS (Brazil) in the 1990s. Documentary research focused on the minutes of ordinary and extraordinary meetings of the Municipal Health Council and the reports of the Municipal Health Conferences. The results point to a consistent evolution of the health system, as well as the alignment of the local health management with the federal legislation, allowing the organization of the local health system from the municipalization of health. There was the characterization of the semi-full management and after the full management, directing the municipal health policy through the networks of health care, maintaining the Primary Health Care as care manager. It was identified the managerial capacity founded and effected by the participation of the community in several spaces, especially in the Municipal Health Council and in the Municipal Health Conferences.
