Cadastro técnico multifinalitário para cidades de pequeno porte
Abstract
Este trabalho apresenta um estudo sobre a viabilidade de implantação de um cadastro técnico multifinalitário, voltado para cidades de pequeno porte, utilizando-se de geotecnologias como: ARP, GPS RTK, softwares livres e licenciados. Por meio deste, procura-se ressaltar a importância da criação de uma base de dados espaciais da cidade, eliminando a ausência de dados cadastrais territoriais e mapeamentos duvidosos que tanto prejudicam o planejamento e a implementação das políticas de estado e de governo, uma vez que instituições envolvidas no processo, por vezes, sequer conhecem a realidade do espaço, objeto da gestão. A pesquisa foi realizada através de dados coletados a campo, utilizando-se o Colégio Politécnico da Universidade Federal de Santa Maria como área representativa de uma quadra de zona urbana, por fins de logística da pesquisa. Para a realização deste trabalho, foram abordados referenciais teóricos pertinentes ao assunto, levantamentos fotográficos, como também a utilização de uma metodologia voltada para a elaboração uma base cartográfica e posteriormente o desenvolvimento de um banco de dados espacial. No sentido de melhor eficiência no desenvolver do trabalho, o processo de criação da base cartográfica foi segmentado em três etapas, sendo elas: o planejamento das atividades, a coleta dos dados geográficos a campo e a criação do mapa base e tratamento dos dados. Assim como o desenvolvimento do banco de dados espaciais, que foi dividido em duas etapas, sendo: a primeira referindo-se a captação de dados do lote e a segunda a criação das camadas vetoriais e desenvolvimento do banco de dados. Dessa forma, conclui-se que a pesquisa realizada apresentou uma metodologia efetiva no que tange ao cadastro técnico multifinalitário, conseguindo desenvolver um banco de dados espacial e um sistema de informação geográfica, suficientes para a aplicabilidade em um município.
