The transformation of the environment, evolution, globalization makes the Brazilian society feel the need to seek knowledge in order to be more involved in the administration of their municipalities. In this context, public administration is seen as an organ that needs to be specialized, refined, as the community becomes better monitor the work of managers, where the main objective is to achieve efficiency, effectiveness and efficiency at work, with a focus and results should bring back to society. As an ally in this process you can use strategic planning as a management tool to assist public managers in decision making. In addition, for results to be achieved it is important to have before public agencies trained professionals who know the operation and structure of an organization, that is, administrators who have to aplly a conceptual foundation in public administration.
