dc.description.abstract | The present study aims to evaluate the methodology adopted by the National Electric Energy Agency (ANEEL) regarding the definition of the regulatory technical losses (TL) proposing a more assertive manner regarding the energy balance based on the location of the non-technical losses (NTL). For this, the presence of macro measurements is considered, that is, the presence of reliable data from the network under analysis. In this way, in a first moment, the parameters imposed by the regulator are evaluated in order to determine the losses in the medium and low voltage distribution systems, these described in Module 7 of the Distribution Procedures (PRODIST). The IEEE 34 bar system is used for the tests, as well as OpenDSS and Matlab software. Therefore, the presence of irregular consumers in the network is considered and it is proposed to adopt a single-phase state estimator by the Weighted Least Squares (WLS) method in order to locate them. The IEEE 34 bar system is also used for the first studies and adjustments of the estimator. Ahead, the methodology is also tested in a distribution network based on a real feeder, for which a data organization algorithm is proposed, facilitating the implementation of the state estimator and, therefore, the identification of transformers that have some irregularity. As a consequence of the localization of non-technical losses, it is proposed to distribute the additional load (amount required by the NTL) directly in the identified locations for the realization of the energy balance, in order to compare with ANEEL's method that distributes to all consumers in the network proportionally to their consumption. Thus, based on the application of an already consolidated method for the identification of non-technical losses, the distribution proposal according to the location shows satisfactory results, presenting more assertive values regarding the definition of the regulatory technical losses. Consequently, electrically compatible distribution prevents technical losses from being recognized as NTL. | eng |

dc.description.resumo | O presente trabalho se propõe avaliar a metodologia adotada pela Agência Nacional de Energia Elétrica (ANEEL) no que se refere a definição das perdas técnicas regulatórias (PT), propondo uma maneira mais assertiva no que se refere ao balanço energético a partir da localização das perdas não técnicas (PNT). Para isso, considera-se a presença de macro medições, ou seja, a presença de dados confiáveis da rede em análise. Desta forma, em um primeiro instante faz-se a avaliação dos parâmetros impostos pelo regulador para apuração das perdas nos sistemas de distribuição de média e baixa tensão, estes descritos do Módulo 7 dos Procedimentos de Distribuição (PRODIST). Para os testes é utilizado o sistema IEEE 34 barras, assim como os softwares OpenDSS e Matlab. Por conseguinte, considera-se a presença de consumidores irregulares na rede e propõem-se a adoção de um estimador de estados monofásico pelo método dos Mínimos Quadrados Ponderados (MQP) com a finalidade de localizá-los. Adiante, a metodologia também é testada em uma rede de distribuição baseada num alimentador real, sendo que para isso se propõe um algoritmo de organização de dados, facilitando a implementação do estimador de estados e, portanto, a identificação de transformadores com alguma irregularidade. Como consequência da localização das PNT, é proposta a distribuição da carga adicional (montante requerido pelas PNT) diretamente nos locais identificados para a realização do balanço energético, de modo a comparar com o método da ANEEL, que distribui em todos os consumidores da rede de maneira proporcional ao consumo. Desta forma, a partir da aplicação de um método já consolidado de identificação de PNT, a proposta de distribuição conforme o local mostra resultados satisfatórios, apresentando valores mais assertivos no que se refere a definição das PT regulatórias, evitando que sejam reconhecidas como PNT. | por |
