A implementação do e-social na administração pública

Abstract

E-social is a federal government platform that aims to gather and simplify the submission of labor, social security, tax and tax information. E-social can be considered an information system, and its implementation requires cultural changes, organization and planning. Information systems are implemented through stages, ranging from their planning to their use, thus considered the life cycle of the systems. In this context, the study aims to investigate the implementation of e-social in the municipalities of Vale do Rio dos Sinos from the life cycle of the systems. As for the methodology, the study is of an applied nature, the research is descriptive, and the approach to the problem is qualitative. Regarding the technical procedures, the work consists of carrying out bibliographic research, application of questionnaires, interviews and direct observation. The results show that the municipalities are in the production phase of the systems life cycle, since they are transmitting the e-social events of the second and third phases. As for the success and critical factors in the implementation of e-social in the municipalities, it is mentioned, respectively, the training of the servers and the incomplete registrations in the city halls. It is noteworthy that the main difficulty of the municipalities is not to understand the e-social and the information to be transmitted, but the configuration of the computer systems to meet the layouts required by the government.
