Patrimônio como referência humana e propulsor do planejamento urbano: ações preservacionistas presente no plano diretor participativo do município de Ijuí/RS

Abstract

The objective of the research is to analyze how the Municipal Complementary Law No. municipality of Ijuí/RS evokes the field of preservation of historical, cultural and landscape heritage in relation to the planning of the city. The present study is characterized as a descriptive and qualitative research. Regarding the procedures, the study is structured through a documental research and literature review. The analysis document refers to Municipal Complementary Law No. 6,929 of January 21, 2020, which establishes the PLADIP, legally organizing the territory of the municipality of Ijuí/RS, considering the keyword “heritage”, in the sense of preservation/safeguard. In order to meet the objective of the study and for the purposes of analysis of the referred legislation, three categories were chosen, namely: a) Development Policy; b) Incentive Program; c) Environmental Protection. PLADIP is structured through adequate urban planning, instigating the search for measures that bring improvements in the quality of life of the population of Ijuí, using the urban space properly, or in the best possible way. PLADIP understands that the remaining cultural heritage in Ijuí instigates meanings of belonging to citizens as a support of memory, as areas or buildings with heritage value can be taken as a support point for the construction of urban social memory and, because of that, incentives and incentives for heritage areas. PLADIP considers that Ijuí's cultural heritage is loaded with teachings, doctrines and lessons that demonstrate characteristics of the past, by carrying with it, memory and belonging, marking people and giving strength to the city. The contributions of the study are presented, while public policies must necessarily imply the planned development in the short, medium and long term so that the proposed activity develops in a controlled manner. Heritage areas have a double character, as they are multicultural goods and, at the same time, support social and urban memory, carrying value and reference, implying fundamental attention in municipal preservation regulations.
