Desenvolvimento sustentável: a história de um conceito em relações internacionais (1987-2012)
Abstract
Este trabalho objetiva traçar o processo de ressignificação e reificação do conceito de
desenvolvimento sustentável por meio da História dos Conceitos cujo principal teórico é o
historiador Reinhart Koselleck. A análise abrange a Conferência das Nações Unidas sobre o
Meio Ambiente Humano, na Suécia, em 1972, isto é, o primeiro encontro internacional que
tem o meio ambiente como tema central, até a Conferência das Nações Unidas sobre o
Desenvolvimento Sustentável, no Brasil, em 2012, onde objetiva-se consolidar as ações de
desenvolvimento sustentável, os dezessete objetivos de desenvolvimento sustentável, também
conhecido como ODS. Propõe-se, por meio do método indutivo, do empirismo das fontes
(dissertações e teses, artigos acadêmicos, capítulos de livros, artigos jornalísticos): (i)
averiguar dissertações e teses das instituições de ensino que possuem as maiores notas
segundo a Avaliação Quadrienal da CAPES de 2017 e que estejam disponíveis em acervo
digital, quais sejam, a UnB (nota 6), a PUC-Minas e a PUC-Rio (nota 5) tendo por finalidade
identificar e sistematizar os trabalhos que abordam o tema ambiental, de forma geral e,
especificamente, o desenvolvimento sustentável; (ii) analisar artigos acadêmicos, capítulos de
livros, artigos jornalísticos, a fim entender as adaptações do conceito de acordo com as
dinâmicas do sistema internacional que abrange desde o período da coexistência pacífica e
détente na Guerra Fria, as crises do petróleo, o aumento de áreas temáticas nas agendas de
discussões nos organismos internacionais, Guerra ao Terror e a crise de 2008 bem como a
relação dos países em desenvolvimento e desenvolvidos.
