Impactos da tributação e do gasto social sobre as desigualdades sociais no Brasil: Pof 2017-2018
Abstract
O presente estudo tem por objetivo principal avaliar o impacto da tributação (direta e indireta)
e do gasto social (transferências monetárias e gastos públicos em saúde e educação) sobre as
desigualdades sociais no Brasil. Para isso, com base na Pesquisa de Orçamentos Familiares
(POF/IBGE) de 2017/2018, foi realizada a investigação da composição e incidência de cada um
desses componentes de política fiscal conforme os diferentes estratos de renda populacional e,
posteriormente, o efeito que estes exercem sobre o indicador de concentração de renda
(coeficiente de Gini). Os resultados obtidos apontam para um efeito redistributivo expressivo
das transferências diretas, com uma queda de quase 8% na concentração de renda, enquanto a
regressividade dos tributos indiretos, frente à baixa progressividade dos tributos diretos,
resultara em um sistema tributário de efeito concentrador. Por sua vez, a provisão pública de
serviços em saúde e educação mostrou-se a mais efetiva na diminuição da desigualdade social,
resultando em uma redução próxima a 20% no índice de Gini. Por fim, destaca-se a necessidade
de uma reforma tributária pautada na justiça fiscal a fim de corrigir o caráter concentrador da
tributação e implantar um projeto social de desenvolvimento, concomitantemente à capacidade
do Estado de financiar, promover e fortalecer o gasto social.
