dc.description.abstract | The feminization of poverty is commonly discussed in terms of a comparison between female
poverty and male poverty. However, the Institute of Applied Economic Research (IPEA) (2005)
identified this phenomenon as the overrepresentation of poverty. The feminization of poverty
is identified independently of male variation, as it refers to the increase of women in poverty
rates regardless of men. Using a comparative method, this research aims to identify the
feminization of poverty and its behavior between the years 2000 and 2010 in two strong Latin
American states: Brazil and Mexico. The hypothesis presented is that there was feminization of
poverty in both countries, regardless of poverty reduction, and that there is at least
overrepresentation (more poor women than men). The independent variables in this research
are: gender inequality, reflecting a patriarchal political structure; and neoliberalism, which acts
as the economic and political backdrop of the states under analysis. The intervening variables,
which act as intensifying agents of the problem, are: unemployment, as it constitutes the worst
situation for the working class; informality, as the lack of rights and the dependence on
precarious work make it difficult to escape poverty; female household headship, as women earn
lower wages and have a dual work burden, resulting in inequalities when compared to
households where the primary source of income comes from a man; and race/ethnicity, due to
the racist legacy against black and indigenous people, combined with patriarchy that
marginalizes women, especially black and indigenous women. Finally, the dependent variable
is the feminization of poverty itself because it is the condition found. It is considered that within
a neoliberal scenario, gender inequality, acting through the labor market, conditions more
women to poverty. In the 2000s, Brazil and Mexico went through a period of political change;
however, they share the same agenda: neoliberalism. The more conservative step taken by
Mexico with Felipe Calderón coming to power differs from the leftward turn with Luiz Inácio
Lula da Silva elected as the president of Brazil. The analysis conducted in this research
highlights the existence of gender inequality, the invisibility of data with gender/ethnicity
breakdown, and that poverty affects men to a greater extent. In order to identify the feminization
of poverty, the theoretical agents addressed are gender and poverty. The historical analysis of
the politics and economy of both states is carried out in order to represent the scenario in which
the feminization behavior is analyzed. Finally, the empirical data analyzed are the intervening
variables considered as potential agents in the process of feminization of poverty. | eng |

dc.description.resumo | A feminização da pobreza é comumente discutida em torno de uma comparação entre a pobreza
feminina e a pobreza masculina. No entanto, o Instituto de Pesquisa Econômica Aplicada
(IPEA) (2005) identificou esse comportamento como sobre-representação da pobreza. A
feminização da pobreza é identificada independentemente da variação masculina, pois diz
respeito ao aumento de mulheres nos índices de pobreza independente dos homens. Utilizando
do método comparativo, a presente pesquisa propõe-se a identificar a feminização da pobreza
e o seu comportamento entre os anos de 2000 e 2010 em dois fortes Estados latino-americanos:
Brasil e México. A hipótese apresentada é que houve feminização da pobreza nos dois países,
independentemente da diminuição da pobreza e que há, ao menos, sobre-representação (mais
mulheres pobres do que homens). As variáveis independentes desta pesquisa são: a
desigualdade de gênero, reflexo de uma estrutura política patriarcal; e o neoliberalismo, que
atua como cenário econômico e político dos Estados em análise. As variáveis intervenientes,
que atuam como agentes intensificadores do problema, são: o desemprego, porque constitui a
pior situação para a classe trabalhadora; a informalidade, pois a falta de direitos e o
condicionamento a trabalhos precários inviabiliza a saída da linha da pobreza; a “chefia” do lar,
pois as mulheres têm salários inferiores e realizam dupla jornada de trabalho, havendo, portanto,
desigualdades ao relacionar com os domicílios que têm a principal fonte renda advinda de um
homem; e cor/raça, devido à herança racista contra pessoas pretas e indígenas, somado ao
patriarcado, que marginaliza as mulheres, sobretudo pretas e indígenas. Por fim, a variável
dependente é a própria feminização da pobreza, porque é a condição encontrada. Considera-se
que, dentro de um cenário neoliberal, a desigualdade de gênero, atuando a partir do mercado de
trabalho, condiciona mais mulheres à pobreza. Na década de 2000, Brasil e México passaram
por um período de mudança política; no entanto, constituem uma mesma agenda: o
neoliberalismo. Diferencia-se o passo mais conservador do México, com a entrada de Felipe
Calderón no poder, e a guinada à esquerda, com o eleito Luiz Inácio Lula da Silva para a
presidência brasileira. A análise elaborada nesta pesquisa evidencia a existência da
desigualdade de gênero, a invisibilidade de dados com recorte de gênero/etnia e que a pobreza
afeta os homens em maior proporção. Com a finalidade de identificar a feminização da pobreza,
os agentes teóricos abordados são o gênero e a pobreza. A análise histórica da política e da
economia dos dois Estados é realizada a fim de representar o cenário no qual o comportamento
da feminização é analisado. Por fim, os dados empíricos analisados são das variáveis
intervenientes, consideradas agentes potencializadores do processo de feminização da pobreza. | por |
