Um estudo acerca da crise do Subprime: a natureza da crise e a ação do Federal Reserve
Abstract
O presente estudo propõe uma análise sobre a crise do Subprime. Os objetivos principais foram
investigar e explicar a crise com base na teoria da assimetria de informação assim como examinar a
resposta do Federal Reserve no desdobramento da crise. Para isso, realizou-se uma pesquisa
qualitativa de natureza descritiva dos diferentes mecanismos presentes nas várias interações entre os
participantes do mercado financeiro. A securitização de ativos como forma de dar liquidez ao mercado
acabou sendo um dos instrumentos principais em que o modelo Originate-to-distribute se sustentou.
Identificou-se que o modelo Originate-to-distribute foi significativo para a transferência de risco entre
as instituições financeiras, havendo pouco incentivo em avaliar corretamente os riscos envolvidos,
isso contribuiu para que as instituições financeiras agissem conforme interesses próprios e evidenciou
o problema do agente-principal. Ademais, o presente trabalho mostra que o papel das agências de
rating e das Government Sponsored Enterprises (GSEs) foram fatores que intensificaram a assimetria
informacional. Acerca da atuação do Federal Reserve em conter a crise econômica, observou-se que
as políticas monetárias convencionais foram esgotadas ao ponto em que a taxa de juros chegou
próxima à zero, fazendo com que o FED utilizasse de uma política monetária não convencional. Em
suma, o Quantitative Easing como política monetária não convencional foi fundamental para manter a
estabilidade econômica, conferindo liquidez ao mercado, estabilizando os níveis de emprego e
evitando uma deflação maior.
