Política e gestão em saúde: um olhar na legislação da pessoa com deficiência e a conquista de direitos no Brasil
Abstract
Trata-se de um estudo reflexivo bibliográfico que tem como objetivo analisar o processo de inclusão na política e na gestão em saúde os direitos da pessoa com deficiência, com base na legislação. Os primeiros registros sobre a existência da pessoa com deficiência mostram que elas sempre foram discriminadas, inclusive houve casos extremos de assassinatos dessas pessoas por serem consideradas inaptas ao convívio social. De modo geral, a legislação e a história mostram que os deficientes no passado eram isolados e, aos poucos, essas pessoas foram sendo aceitas, tratadas e incluídas socialmente. Nesse sentido, o profissional da gestão em saúde pública terá papel fundamental, amparado pelas leis que protegem os indivíduos com deficiência, será capaz de intervir junto a familiares e aos usuários, favorecendo para a inserção social e minimizando a exclusão dos deficientes. Desse modo, como profissionais envolvidos na gestão e operacionalização dos serviços destinados as pessoas com deficiência têm-se que, continuamente, intervir de modo inclusivo, promovendo a dignidade e o exercício pleno da cidadania de todos os indivíduos, em especial, daqueles que são deficientes, independente da natureza da deficiência.
